The vocabulary of investment and territory, from A to Z.
- Curtailment (generation cuts)Curtailment is when a wind or solar plant is ordered to produce less than it could, because there is not enough demand or not enough transmission to carry the power. Brazil’s Northeast accounts for about 83% of the country’s curtailment.
- Data centers and the territoryA data center is an industrial building that houses computers, but what it leaves in a territory is measured in permanent jobs, energy and water use, local purchasing and the ability to attract other projects. Construction employs many people; operation, few.
- Export processing zone (ZPE)A ZPE, or export processing zone, is an industrial area with special customs and tax treatment for companies that produce for sale abroad. Brazil has four ZPEs in operation, and Pecém, in Ceará, active since 2013, is the only one with relevant results, according to the federal comptroller (CGU).
- Foreign direct investment (FDI)Foreign direct investment, or FDI, is capital that a company or investor from one country places in operations in another, with the intent of lasting control or influence, such as a factory, a power park or a data center.
- Green hydrogen at PecémGreen hydrogen is hydrogen produced with renewable electricity. The Pecém Green Hydrogen Hub, in Ceará, is one of the most ambitious projects in the sector in Brazil and is still in the structuring and funding stage.
- Investment attraction: how it worksInvestment attraction is the work of a government, agency or consultancy to make a company choose a territory to set up or expand an operation. It runs from market intelligence to follow-up after installation.
- Investor aftercareAftercare is the follow-up that a government, agency or consultancy gives a company after it sets up: solving obstacles, supporting expansion and keeping dialogue with the territory. It turns an attracted investment into an investment that stays and grows.
- Lusophone AfricaLusophone Africa is the group of African countries with Portuguese as an official language: Angola, Cape Verde, Guinea-Bissau, Mozambique and São Tomé and Principe. Equatorial Guinea also has Portuguese as one of its official languages.
- Project surroundings (entorno)Entorno, or surroundings, is the set of people, companies and institutions that live with a project and feel its effects, for better and for worse. At ISBR it is the starting point of analysis: a project is only as strong as its surroundings.
- Redata: Brazil data center tax regimeRedata is the Brazilian special tax regime for data center services, created by Law 15,504/2026. It suspends federal taxes on data center equipment for projects that meet conditions on clean energy, water, domestic market supply and innovation.
- Regenerative reputationRegenerative reputation is reputation built on the best a company leaves in a territory, not only on what it communicates. It is the concept that guides ISBR work.
- Social license to operateSocial license to operate is the acceptance that people and institutions around a company or project give it, and it decides whether the project can run without conflict. It is written on no paper: it is earned, kept and lost through conduct.
- Submarine cables and FortalezaFortaleza is Brazil’s main landing point for submarine internet cables, with links to the United States, Europe and Africa. Praia do Futuro has 17 connection points, 16 of them in operation, and V.tal’s Synapse cable will be the 18th.
